but even simply considering cmyk (or rgb), this seems to be an issue that will be driven more by the needs of the cups printing path than anything else. there's little need for quartz to generate separated pdf by default, but the cups filters cgpdftops or cgpdftopdf may [need to] generate separated pdf depending on what requirements the printer ppd specifies. so this is more specific to the printing path.

At the current time, the printing path does not have a way for a printer driver/filter to indicate that it requires separated PDF data, nor does the printing path or Quartz have code to produce such data. If a given printer required such data, the PPD for that printer would have to indicate that it needed PDF as its input and someone supporting that printer would have to provide a cups filter that took as input the PDF data generated by the printing system and the filter would have to generate the separated PDF data that the printer requires. As Scott Thompson wrote, Quartz has no capabilities to generate separated PDF data so you would have to build this capability without Quartz API.
