outlineRoot returns NULL when creating PDFDocument with initWithData

Subject: outlineRoot returns NULL when creating PDFDocument with initWithData

The subject says it all. If I use initWithURL to create a PDFDocument and then call outlineRoot to get the outline, everything is fine. If I instead use initWithData, then when I call outlineRoot, NULL is returned. Anybody know why? Is this a bug?
