It looks like this might be the case. Several of the Leopard patches have modified inputs, modified behaviour, and modified outputs. Basic QCs would work in both, but you should check.

Unfortunately, this is not possible. (man, I've always wanted to say that :) -- The underlying Quartz frameworks have changed significantly, so QC-Tiger fails to load. You could try copying the old frameworks, but I really wouldn't recommend that -- it'd break all the QC-Leopard-using applications.

Or is there away to create full featured - tiger compatible QCs under Leopard?

There are a couple menu options you're familiar with, "Display 10.4 Compatability Information" and "Indicate Unsafe Patches" under Editor. These cause some useful tooltip information to be added when you mouseover the patch. These can help you find what's changed.
