I've seen multiple machines that have the developer tools installed not have Quartz Composer. Maybe something is different about these machines and it doesn't install by default? It's always installed on all of the machines I've personally installed the developer tools on, so I can't say.

Try installing the full developer tools from the 10.4 system cd and see what happens. That's worked for these machines that were missing anything. Then install the 2.1 version over that.

it's version 2.0.

all packages are grayed out, the only three I could select are "Java 1.4 Developer Tools",
"Cross-Development" and "CHUD Tools" -- and I guess Quartz Composer is not
amongst these...
