We're thinking of using a number of mac minis with 17" screens; would love to use QC for digital signage but I see the ATI Radeon 9200 has only 32mbs of memory -- will it work for QC?

Yes, this is definitely a supported configuration - note however that Core Image effects will run in software on that machine.
