Be careful of aspect ratio issues doing this. 720x480 is the number of pixels in NTSC DV, but they're not square; 640x480 or 720x540 are square-pixels at 4:3 and are likely to produce better results if resized to NTSC later.


However, your problem might be the DV codec itself. The chroma information in DV is halved, so if you've got high-contrast chroma transitions, you'll see jaggies no matter what you do. Bright red against black is guaranteed to fail. Your DivX export won't produce the same jaggies, but when you bring it into iMovie, it's going to become DV again (if you're in a DV project) and the jaggies return.
