I firmly believe QC is a good tool to use for implementing the sort of
system you're describing. You may find some elements of it need extra
work since there are limits to QC's built-in possibilities, but you
would find that with any development environment and ultimately it's
about finding the best tool for the job at hand.
We're using QC for *a lot* of very exciting stuff at the company I
run. I can't talk about specifics but we've chosen to use it over
traditional development environments such as Director and Flash and
we're already seeing huge benefits of using it, just weeks into the
start of a new project.
In particular, it means that non-technical staff can actually help
build final products that are functional, rather than just making
mockups that would then need to be passed to coders for building. I
firmly believe the separation between coders/graphic designers is
false and any tool that helps break that barrier is a powerful one. QC
fits the bill nicely!
