Compression Question

My Compressor component is being called from QuickTime. In the PreCompress routine I'm setting capabilities->bandMin to 20, the minimum height I can compress.

When BandCompress is called, the height is set to 1 on the first pass, and 512, the second pass.

Can anyone shed any light why this is happening or can offer a work-around? Ideally, I'd like the entire image, but this information doesn't seem to be passed to me.
