Progressive display of still image files

As I understand it, there seems no real way to allow for the progressive display of a still image in QuickTime. In my case the progression would be by quality levels or resolution. The resolution option would most likely be done at 1/4, 1/2 and full resolution. Each resolution would involve the display of the entire image as opposed to a line of pixel data at a specific resolution.

Unless I did some kind of trick such as importing each resolution as a frame of a movie, I don't really see a way of showing the progressive display or decompression of the compressed image data. In case anyone is wondering, the image format is a jp2 (JPEG 2000 image) file.

I have been trying to find a way to do this, but I have not had any success. If anyone has any ideas, I would be willing to try them.

Thank you,
Steve
