QuickTime Win32 script manager question

I've got my Ogg Vorbis sound exporter mostly working on Win32 now.
There is one Win32 specific problem that I still need to work on.

GetUserDataText works with Mac Script Manager region codes to
describe the text. I need to get the text into UTF-8 to put
into the Ogg Vorbis comment header.

It seems that the QTML layer has to deal with the issue of
mapping between the Mac Script Manager and Win32, but I didn't
find anything in the Mac OS for Windows programmers document.

Does QuickTime have any support for helping me do this
conversion? Even a region code to Win32 code page mapping
table would help alot.
