Here's a huge map that you can scroll around, turn on layers etc.

What you're talking about sounds more like a single frame qtvr object movie,
or a no-correction pano, but this was done with sprites under qt3.

This blew up browsers when I first made it because I think the maps are huge
sprites, and memory management wasn't very good then. Rather you'd want to
use small sprites and use the huge map as a seperate track over-ride.
Zooming is trivial.

As to software, qtvras will do it the qtvr ways, and my wired app vrhotwires
might get you what you need for a small price if you're going the sprite
