There is some freeware software called "Mediator" for Windows. It does work with the notion of streams and has an input filter for
MPEG-2 and output to AVI etc.

Don't know if it also does the reverse, just tried the software a bit yesterday while searching arround to find some DVD player
software

I think it also said something about supporting plugins...
