vImage: "packed array" of int16_t values?

I'm now using vImage to accelerate my realtime image processing. I have everything coded, but I don't know how to create the "kernel" convolution matrix correctly.

The documentation states that the kernel is a "packed array of int16_t values". How does one make a "packed" array? A normal N x N or 2 * N array of shorts doesn't seem to work. (I'm using Cocoa / ObjC / OSX).
