Building a PVR

I know there are a few of open source PVR's out there, but I am wondering if
Quicktime is sufficient enough to build a quality Java-based PVR from?

What is the basic principal behind time shifting a live video source?

Is it simply two threads? One that writes the video source to a file, and
another that plays back from the same file, just allowing a dynamic
position?
