Quicktime 7 for windows runtime error



I'm trying to do H.264 encoding/decoding in windows. I have working code for OSX, but we wanted to have a windows version of the software. I have the widows quicktime 7.03 SDK, and I've gotten everything to compile and link. However, when I run it, on the 3rd call of ICMCompressionSessionEncodeFrame I get a runtime error:

An unhandled exception of type 'System.TypeLoadException' occurred
Additional information: Could not load type __CFData from assembly

Now, I've called both InitializeQTML(0) and EnterMovies(), and I can see that the Quicktime libraries seems to be loading. Is there something special I need to do to load CoreFoundation classes, some kind of extra dll or the like? I'm pretty sure I have all .lib files linked to appropriately, because I don't get any errors creating the compression session or on the first two calls of encode frame. Is there some kind of QTLoadLibrary() call that I need to run? Any help would be really appreciated.
