For all the other sound converters I am setting the sample rate, audio sample size, channel count, and the scCompressionTpye. It works for every other sound converter
then why not with QDesign Music 2 audio converter.

The QDesign encoder, as well as some of the other encoders, requires that a 'magic cookie' be provided to give additional information about the encoding style.  The easiest way to construct the information needed to correctly configure the AudioConverter for all known audio compressions is to use the QuickTime StdAudio component.  There is plenty of documentation and sample code on the Apple developer website.
