SGSettingsDialog knows fps rates! Does it?

The dialog presented with SGSettingsDialog lists various "frames per
second" rates in its "Compression" tab. ["Best", 8, 10, 12, 12.5, 15,
23.98, 24, 25, 29.97, 30, 59.94, 60, "Custom"]. Where do these rates
come from? Are they hard-coded or are they obtained from Sequence
Grabber/video digitizer/camera? If hard-coded, are they validated
somehow against what the selected camera can really handle?
