| Sorry, I don't know. The only files of MPEG2 content I have are .m2v file types, which are not moov files, so looking for moov data in them is irrelevant.

Do you know what fcc code needs to be in the video sample description for mpeg2 in a quicktime file?

Perhaps it is not installed correctly, or you need to kill all your QuickTime-using apps, or maybe even logout/login.
If it is working fine with *other* MPEG2 content, then peer into that content and see what differences there may be, compared to your files.
