file conversion problem

Hi:
I wrote a program(which uses QT java) and let the users record their voice
into some file package. But after some users record
their voice I found the voice file is too big. I know the reason is I used
the default SGAudioChannel setting
for recording and it uses 16-bits and Stereo and no compress. So I changed
the program and uses
8-bits and Mono and MACE6 compression. I think if they use the current
program record their voice, the file
will be much smaller than before but they will be crazy if I ask them to
re-record their voice. :

Here's the problem, how can I write a program to convert all the original
recorded audio file to the new
smaller audio file?
