it is. you can make an offscreen quicktime.qd.QDGraphics easily.

see also quicktime.std.image.GraphicsImporter - it can be configured to import any image format to the offscreen QDGraphics,

then using quicktime.std.image.GraphicsExporter you can export it to any file format QT supports.
