Compiling for Windows

On my Mac, I have xCode set to compile with 1.3 and it creates a package that acts like an executable.  This works fine on the Mac even though my system is updated to 1.4.2 .  I want to take the compiled code and run it on a Windows system.  Questions are:

Should I be able to create a .bat file that launches the .jar file?
If the Windows user has 1.4 or newer will my .jar file run as compiled for 1.3?
Has anyone repackaged .jar files from xCode with jSmooth successfully?
Anyone have tricks or methods of doing this to share?

Thanks,
--Tim
