This is a dubious answer for a couple reasons.
(1) QuickTime doesn't support MPEG-1 encoding, and so that (rather than
their "thread safe" explanation) would be the mostly likely reason that the
tool doesn't encode MPEG-1 Files (if they're using QuickTime to do it).
(2) Near the end of their explanation they suggest that they're either using
DirectShow or the Windows Media Encoder SDK, in which case QuickTime has
nothing to do with it.
