I have had no success even on  CJK(Chinese, Japanese and Korean) localized
versions of Win98.  While Macromedia Director lingo code properly displays
the double byte characters on these localized versions of Win98, Quicktime
drawstring commands do not.

I have noticed that Korean and Chinese Quicktime player 6.0 is not
available on Windows so one may expect Quicktime double byte issues on
Korean and Chinese localized systems.  While the Japanese Quicktime Player
6.0 is available, the double byte characters are still not properly
displayed on a Japanese localized system.

Win98 language support comes nowhere near the support of MS's true
64bit(?) systems. I hate to say this but I would be very surprised if
you managed to get this to work. Language support on 98 was very limited
as I recall the only programs capable of it were:
Later versions of IE
Word 2000 - Read/Write
PowerPoint - Read Only
FrontPage - R/W
And a few other office programs.

The reason for this was that the language support was built into the
programs and not the OS where as NT 2k Xp all have the support in the OS
most programs like QT piggyback on the support built into the OS.

Having said this you are likely to find that things will work on the CJK
(Chinese, Japanese & Korean) localised versions of Win98 that have the
support built in. So if you are targeting Chinese, Japanese & Korean
boxes you may be safe.
