Rather than asking what's the best codec for a given size I'd ask what's the
speed of the users viewing the stream and start for there. The speed of the
viewers will impact the size and the quality of the clip and therefore what
you use to compress it
In my own experience, Sorenson Pro, and either QDesign Music 2 or Qualcomm
Pure Voice (depending on the type of Audio Soundtrack you have). You'd have
to test the different combination: encode with them and then test them at
the speed the client is going to use
