can you control Quicktime EQ thru LS/C++ code?

is there anyway to control the EQ of an audio track played in Quicktime?
thru API access with C++ or Livestage Qscript

this would be similar to using graphic equalizer controls to boost certain frequencies
For example, I want to tell QT [in Livestage or C++] to boost a single frequency like 92 khz by several Decibels

is this possible?

any help would be appretiated
