Customers either pay per broadcast (no seek / timeline controls), or
"rent" the movie or media for a specified time window.  During that
period, they can play and seek as much as they want. If a customer repeats
the same movie scene for hours and his timewindow expires before he can
see the whole movie, it's his problem.
