You can for Windows with an autorun.inf file. I think you can add arguments to the open command that would load your page.

Having said this, I'd be curious to learn more about your browser. It's really difficult to have your own copy of IE or Netscape or what ever, specially on Windows, as they often need stuff in the system folder. We did a project like that back in 1998 forcing our own licensed copy of Netscape 3 (we could not use 4 because it had to be installed on the machine for their user profiles to work) and it was quite messy to say the least.

The best way to avoid browser inconsistencies is to make clean, lean standard code... oh, but you're using Dreamweaver...
