Could you give us the specs on the machines you're playing back (cpu, connection speed, etc.)? Also, information on the movie will help (codec, data rate, widnow size, etc.).

There are a number of things that could cause the frame rate to drop. One is that the CPU simply cannot decode fast enough. Another is that frames are being lost in due to traffic or lack of bandwidth. Another that I can think of is something is slowing down the performance of the movie/QuickTime; something like a graphic with an alpha channel drawn on top of the video.

From what it sounds like, the speed of the CPU would be your problem.
