Jeff, if no-one has answered yet, a few solutions have been suggested in the past, some using LiveStage Pro.
My favorite is Apple's own tool, QTTimeCode, at
http://developer.apple.com/samplecode/Sample_Code/QuickTime/TimeCodes/qttimecode.htm
I don't know if there is an OSX version, the above runs in 9.
We use it when faculty want students to study specific sections of video.
