Arbitrarily Changing Frame Rate Throughout a Movie



I have a time lapse movie that will eventually cover three months time with a frame for every five minutes. There are significant portions of this movie with no human activity but there is a time stamp on every frame.

What I want to do is retain every frame (because of the time stamps) but speed up the frame rate for those portions where there is no human activity. What's the best way to achieve this effect? I would also like to use accelleration and decelleration to transition between frame rates.
