I think that the 240 key frame spacing will be causing you problems. Also your data rate (if you meant 600 kilobytes per second) will be tough on slower computers. The problem with the key frame spacing is that if the movie starts to hitch it could take up to ten seconds to recover. Setting the key frame spacing to 24 or 48 would let it recover in one or two seconds.

The data rate for Sorenson on slower computers ought to be below 200 kilobytes per second. If it's a lot higher it will be too processor intensive.

If you got those two things right, I think you might survive without dropping to 12 fps.
