As far as I know, this isn't possible. The AAC stereo bitstream is not two interleaved AAC mono bitstreams. It's just an irreducible AAC bitstream, and to do any modifications to it, you first need to decompress it. Then you can do whatever you want, but you'll have to recompress if you want an AAC result.
