You can't download the ActiveX control by itself; it needs the dlls and system-level software of QuickTime to do its job.

You can download just QuickTime, however. This reduces the download to 11 MB. It's available at:
http://www.apple.com/quicktime/download/standalone.html

You can add a link in your Web page for people who want QuickTime but don't to download iTunes right now. 

I don't believe you can change the default QuickTime download page in Internet Explorer, however. AFAIK, it has no equivalent to the Pluginspage attribute for ActiveX controls.
