The real problem is not technical, this is more or less easy, but the
organisation of a vendor and platform independent key infrastructure,
there are a lot of unfair competition problems etc.
This is not solved in Ciscos mp4creator -encrypt=<track> "server side
DRM" as well.
Btw, "client side DRM" is no DRM at all.
