In short words: ese "download". Streaming is intended to serve from a streaming server - not your case.

And what's the difference between MPEG-4 Basic and MPEG-4 Improved. Intuitively, one would assume "Improved" would better, and so why would anyone ever pick "Basic"?

Open your movie in QT Player Pro and select EXPORT to MPEG4. You may choose BROADBAND-HI from popup menu which best fit your requirements.
Don't be afraid to mess around, but test compatiblility of results.

The pre-set options available in iMovie are inadequate (IMHO). For example, the "web" setting resolution is 320x240, which I believe to be too small for a website of 2005.
