ARRRRGGGGHHHHH!!!

Not to rain on your parade, but [automatic] background music is a 
terrible thing. Just "Don't Do It". Anyone in an office environment (with 
speakers connected to their computer) will hate you for it and never 
return to your page.

As for the best technology to such a bad thing, Flash is ubiquitous. You 
can always make flash link to an .mp3 file and have it play that. Second 
best, but easiest to implement, is embedding some sort of QuickTime file.
