In my opinion, "PC" is currently slang for "Windows computer". I never use this term, due to its ambiguity.
Yes, it used to stand for Windows, or Intel-based, but I think the perception might be changing. As you say though, somewhat ambiguous, and more so every day.

What is the most popular podcast aggregator client on PCs there?
Never heard about "podcast aggregator client", sorry.

It's just software to subscribe to podcasts, for the clients. Examples would be iTunes, iPodder, etc...A custom group of podcasts would be an 'aggregation'.
It's like your magazine subscriptions, they are automatically delivered to you.
I started writing a "Podcasting Primer" for our faculty, still a lot of work to be done...

Podcasting is getting big in the USA, it will be interesting to see if the same phenomenon develops in the European countries.
