If I remember correctly, the 3GPP specification defines many optional
decoders, so just knowing that a device is "3GPP compliant" often isn't
enough.
Also, note that decoder support is often carrier-specific. One carrier may
offer the phone with AAC decode support, while another may offer it without
in order to minimize licensing costs.
Does any other application on the phone support AAC decode? Have you tried
AAC-audio-only .aac files, .mp4 files, or .3gp files?
