Flash video based systems right now only encode to Sorenson Spark, but that wouldn't stop them from allowing users to encode before uploading. I know of at least one other developer who is going to work this way, and so people will know that their site has better quality Flash video, if users are smart enough to encode using On2.

We still have clients who want Flash 7, or even 6 or 5 support. Only the more progressive outfits are fine with Flash 8. One of those, The-N, are ok with Flash 8 because they've already made the decision to use Flash 8 video in The Click, which does have pretty good video quality. That has the nice side effect that we can use Flash 8 for all of their Flash pieces, and can use better ink effects and better text rendering as well as nicer video.
