Judging by your email address, I assume you are an animator, and have made an animation in some program? If so, then it should have some export capabilities, and yes, the above would be the best format to go to (again, assuming you are exporting to a QT .mov file and someone with Final Cut Pro or a similar setup will then output to the tape deck.)
Go 16-bit/48KHz for any audio.

You'd want to stay in the DV format then. What are you outputting from? There may be a Output to Tape function that will keep the quality high. Also, what does the recording deck have for input - Firewire or USB?
