Compressing DV for iPod

Does anyone have the "secret sauce" for compressing DV for the iPod with QT Player Pro?

Basically, I want to compress to 640x480, so we have the options of:
1. connecting the iPod to an NTSC monitor for playback
2. viewing in the iPod
3. viewing in iTunes

If I start with a DV file, and use File>Export>Movie to iPod (m4v), the resulting frame size is 640x426, which does not correct for the DV pixel ratio to a square one, so the image looks squeezed. Also, this is a talking head, so the data rate of 1.6 mbps is overkill, along with the stereo 128 kbps audio. A data rate of 800 kbps for the video, and mono 32kbps for audio is fine.

I have tried to export to both QuickTime movie (mov) and MPEG4 (m4p) with the H.264 codec at 640x480, using a wide variety of settings, but nothing seems to transfer to the iPod, though everything plays in iTunes.

I have tried changing frame rate, profiles, fps, etc. with no luck.
Once in iTunes, I can use the Advanced>Convert Selection for iPod, but then the data rate spikes up to 1.6 mbps again, along with recompressing the video.

Also, it seems that deinterlaced 640x480 video plays better on an NTSC monitor, from the iPod, than non-deinterlaced, though I have to test this some more. As there is no deinterlacing option when exporting to MPEG4, it seems to limit me to exporting as a .mov.

So, has anyone had any luck finding custom settings for exporting DV for the iPod with QT Player Pro?
I know there is other software such as Visual Hub that can do it, but I prefer to use QTPP (academic lab swiss-army knife situation)
What am I missing here?
I have looked at an Apple Technonte, but it did not help
