I believe the problem is that you have the SRC PARAM in the Object tag set
to 'sample.mov' vs the src value of your embed line.
So in your OBJECT tag switch this...
<PARAM name="SRC" VALUE="sample.mov">
to this...
<PARAM name="SRC" VALUE="media/okotoks_lq.mov">
and see if your page works in IE then.
