however users should set it to allow unsigned ActiveX controls to be downloaded and initialized

"Safe for scripting" is different, seems Apple implemented the extra interfaces needed for scripting the control, but needs to have its DllRegisterServer routine to register it as safe for scripting (in the windows registry). They could purchase some MS support time if they can't solve it themselves by searching the MSDN. It shouldn't be very expensive to do so and get an official answer from MS on what they should do. Anyway, if they post a question on some MS newsgroup it might help too (and get a free answer)
