I'd guess it's "simply" the usual semi-circle camera array, all set to bulb exposure
and a high aperture ( = capture only the "light lines") and then a single external
flash ( = capture the people) - that's how i'd try it, if i had a lot of cameras at
hand :)
The movement seems a bit jerky at times, some more fine-tuning of the setup or a bit
of rotation/re-registering in post-production would make it look even nicer than it
already is :)
