I'd guess it's "simply" the usual semi-circle camera array, all set to bulb exposure
and a high aperture ( = capture only the "light lines") and then a single external
flash ( = capture the people) - that's how i'd try it, if i had a lot of cameras at
hand :)

I’ve done a fair bit of light-painting, although not within a VR yet, and I’d agree with Markus that’s exactly how I would do it. It would have to be a multi-camera array set to bulb with a single flash exposure to give the frozen person. They could take it further and flash multiple times during the bulb exposure to have three or four of the same person painting the light. They could even break it down so each version of the person was painting in a different colour. Its good to see people experimenting with VR like this.
