I built something like that last year, though not nearly as
refined. I bought a 12 meters telescopic aluminium mast
(originally meant for antennas) and added a tilt control (a
double-U shaped set of aluminium profiles that moves the
weight of the camera in the center of the tilt rotation,
with the inner "u" being tiltable by a large cogwheel and a
small motor). The motor and remote control for the camera,
including video feed, are done by wire. Works OK, but it's
not for the squeamish - seeing an expensive camera dangle
around on top of a very long piece of aluminium WITHOUT
stabilizing wires... definitely got to add some of those
next time. For now, it works best with 2-3 people available
to help...
The total costs were about 300-400 $, but i'd definitely
recommend adding a stable fold-out base or wires, which will
make this a bit more expensive, but does remove the need for
3-4 extra hands ;)
Some companies sell pneumatic telescopic masts for around
4000-6000 $ carrying lighting equipment (originally for
rescue services, already tiltable etc.), which may be better
suited for professional needs...
