I emailed my friend in Singapore. He works at Apple there. Here is the answer:

"You can purchase the QT Pro at the Singapore Apple Online Store.

http://store.apple.com/1800-MY-APPLE/WebObjects/singaporestore/ When prompted for postal code please use any 6 digit postal code eg. 569086.

This works for single user license only. Please let me know if you need more than 10, which you then need to purchase through a distributor."
