Last question first:
You can use PTViewerME, which runs on most current cellphones
and many PDAs. It displays cubic panoramas and object movies.
The 2.release is quite fast (ca 20fps on typical phone).
It requires Java2ME which is preinstalled on most cellphones
and available for many PDAs, but not for the iPhone.
The current release is a test release. I am going to present
howto-instructions for creating mobile VR-files at the
Lucerne-PanoTools meeting next month.

Other than that, you could try one of the "fake"-panorama
viewers, which display a set of prerendered images (like
an object movie). An example would be the PDF-Panorama
viewer from my website.
Finally, maybe it is time for a serverside panorama-viewer,
eg by compiling PTViewer as servlet. Any user could view
panoramas as an image-stream created interactively by this
servlet. I guess your ISP will not like this idea.
