have you tried Nokia's N800? it has been recently upgraded to Flash 9, though I don't know how smooth it will be at 325MHz.

I recently purchased a PocketPC mobile5.0 with built in GPS but can not get it to display panos. No Java or Flash installed.
The smoothness of panning the maps make me think it has enough power to display a panorama it only I could it to work.
