I'll reformulate your section in three levels:
1) Flash or Java
2) which player within the two groups
3) IS THERE ANY LEGAL REQUIREMENTS FOR THEM
1) Flash or Java ?
both are ubiquitous but Java is falling behind since it is no longer
delivered with Windows.
Flash is the same everywhere: for Mac / Windows / Linux there is only
one official Flash and it behaves the same everywhere.
There are half a dozen of different Java implementations, each with
their quirks.
The tombstone on Java for multimedia application is the default memory
assignement: too low for high resolution full screen panos.
=> almost all of this says => GO FLASH
2) which player?
Java players still have a few advantages, most notably in terms of
quality. PurePlayer still has the smoothest panning (at similar
interpolation) and ptviewer still has the best image quality
(interpolation) while panning and on still.
Most flash viewer will make wavy "snakes" of straight lines while
panning. This is an interpolation problem. It has improved a lot from
Flash 8 to Flash 9. Expect further improvement soon.
My take is that flash panorama players will mushroom in the next 12-18
months the same way that flash mp3 players have mushroomed.
So which flash player to choose?
=> the one that will allow your content to display in better quality as
this quality becomes available.
this excludes Pano2QTVR and other players that embed the pano image in
the viewer. A borderline case is PurePlayer's with their format that
puts the panorama image in the same file with behaviour description.
the best bet is to choose a flash player that can load images externally
(something I wish QuickTime would do too) and supports the same image
format as SPi-V, notably stripes like
<http://www.photopla.net/060826boston/spiv1536/45c.jpg> or individual
cubefaces as six separate jpg files.
this makes the content independent of the player technology. I only have
to master my panos once, and they play on all of these players and their
future generations.
I've been using these stripes for SPi-V since I made them. When
Flashpanoramas v1.0 came along, all I had to do is code its XML to use
them. Now Flashpanoramas v2.0 is here. To take advantage of the
improvement, I need to change the XML, something that is easily done
programmatically: a few lines of code, less than one hour of work, and
my 1000+ panos are ready to display with the newest v2.0

from the drop down). I've put it on relatively high quality settings to
experiment. The trade-off is that with higher quality panning becomes
slower or jerkier. I've left on the top corner an FPS (frames per second
indicator) to give an effective measurement of smoothness. The "snakes"
are almost completely gone (if you know what to look at, you might still
perceive them slightly).
=> AT THE MOMENT the best flash panorama player is IMO
Flashpanoramas.com v2.0 - I expect evolution and competition to bring up
many more promising players. Authors like us will benefit.
So to your last question:
3) IS THERE ANY LEGAL REQUIREMENTS FOR THEM
each one of the viewers comes with its own license. you will need to
read and understand their licensing terms.
I have checked with Denis Chumakov of Flashpanoramas.com because I use
the viewer within an automated system, something that was (and mabye
still is) not permitted by the licensing terms of other viewers at the
time I read their licensing terms. I've asked permission from Denis all
along and only used is player as permitted.
